Soil quality is the capacity of the soil to function, within its natural or managed ecosystems, to sustain plant and animal productivity, maintain or enhance water and air quality, support human and animal health and habitation. This is not limited to agriculture, though most work and evaluation has occurred on agricultural lands.

Soil health refers to the condition of the soil and its potential to sustain biological functions, maintain environmental quality and promote plant and animal health. Healthy soils are the key to food security and sustainable future. They support sustainable food production, mitigate and adapt to climate changes, filter water, enhance resilience to floods and droughts and so much more.

India is endowed with varied types of soils and this could be attributed varied relief features, landforms, climatic realms and vegetation types in the subcontinent. In ancient times, soils used to be classified in India into fertile and sterile soils. Later, the inherent characteristics and external features of soils such as texture and colour, were used to classify the soils. Based on texture, soil types were identified as sandy, clayey, loam, etc. In terms of colour, they were red, yellow, black, etc.

Scientific surveys of soils in India have been conducted by various agencies since independence. All India Soil Survey Organization, established in 1956, carried out detailed soil surveys in the catchment areas of major river valley projects like the Damodar Valley. Later, the National Bureau of Soil Survey and the Land Use Planning (NBSSLUP) ofthe Indian Council of Agricultural Research, established in 1976, made extensive studies on Indian soils and classified them as per the USDA SoilTaxonomy

Horticulture deals with the art, science, business and technology of cultivation and management of horticultural plants. The word Horticulture is derived from two Latin words viz. ‘Hortus’ (means garden) and ‘Culture’ (means growing). Horticulture is an aesthetic science that deals with cultivation of fruit, vegetable, spice, plantation, medicinal, aromatic and flower crops. There is a vast therapeutic use of horticulture wherein gardening and aroma therapy are used to deal with new age maladies like depression and various addictions.

In ancient times, huge gardening spaces to grow large number of fruits, vegetables and flowers were available and these areas were demarcated with the help of high walls. This enclosed area was referred to as garden. This led to the term garden culture. The land area is decreasing due to industrialization and population growth, at the same time, there is a drastic increase in demand for horticultural produce. To meet the increased demand for horticultural produce and to cope up with the space constraints, multitier cropping systems, vertical gardening and other intensive cultivation practices are being resorted to. Hence, horticulture may also be described as the “Practice of growing and manipulating plants in a relatively intensive manner”.

Presently, fruits, vegetables, flowers and ornamentals are grown not only within the home premises, but also in large quantities on a commercial scale. In other words, many horticultural crops throughout the world are grown primarily as business enterprises. Thus, horticulture has two aspects in general i.e., the amateur and the professional. In addition, with the establishment of horticultural experiment stations as an integral part of colleges and universities, comparatively a large amount of scientific information on the behaviour and cultivation of horticultural plants and products is freely available. This information or literature, constitutes the science of horticulture, and the application of this scientific information constitutes the “Technology of Horticulture.” Thus, present day horticulture may be defined as the science and technology of production, processing and merchandising of fruits, vegetables, flowers and ornamentals where each crop has its own science and technology. Consequently, horticulture may appear differently to different people. To a teacher, professor, research scientist, extension official and landscape architect, it is an applied science and a profession, while to a commercial producer, wholesaler, a retailer of horticultural products, or to the manufacturers or seller of horticultural products, it is a business. It is also a fascinating hobby for connoisscur.

Horticulture is a wide field and includes a great variety and diversity of crops. In general, these crops are classified as follows:

1. Crops grown for the food and/or vitamin and mineral content, for e.g., apple and sweet potato.

2. Crops grown for their beverage properties, for e.g., tea and coffee.

3. Crops grown to beautify the environment, for e.g., the grasses of the well planned lawn.

4. Crops grown to express sentiments, for e.g., cut roses, jasmine.

5. Crops grown for perfume for e.g., rose, jasmine.

6. Crops grown for spices for e.g., pepper, nutmeg.

The Horticultural crops show wider adaptation and therefore exact delineation of the agro-climatic areas specific to each crops is not possible, except for the typical temperate and tropical species. However, our country can be broadly divided into seven zones for horticultural crops as indicated below:

1. Temperate Northern Region

Comprising of states of Jammu & Kashmir, Himachal Pradesh, Hilly areas of Uttar Pradesh and West Bengal. Temperate fruits, cool season vegetables are the important horticultural crops in the zone.

2. North Western Arid Region

Comprising ofthe entire Rajasthan state, Gujarat and parts ofPunjab & Haryana. Arid fruit crops like ber, pomegranate, amla, date palm, wood apple and seed spices like coriander, cumin, fennel occupy major area in this zone.

3. North Eastern Sub-tropical Humid Region

Comprising of states and union territories like Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland and Tripura. Fruit crops like banana, pineapple, citrus, jack besides plantation crops like tea and large cardamom are also grown here.

The Government of India has established boards for important crops. The boards are statutory bodies which help in guiding the production and export. The main objectives for setting up the boards are -

To monitor and promote the export of primary items.

To empower the producers by providing trainings and close guidance.

To conduct research to improve the commodity, e.g. Central Coffee Research Institute, Coir Research Institute etc.

To advise the government on policy matters such as price fixing, fixing quota for export and signing trade agreements.

To promote the commodity by opening offices and outlets in India and abroad.

To showcase the commodity by participating in trade fairs and exhibitions.

A number of tools, implements and machineries are used in cultivation of horticultural crops to make every operation easy and efficient. There are a number of operations involved in cultivation of horticultural crops, like making of nursery, propagation of plant material, field ploughing, breaking of clods, levelling, making bunds, sowing and planting, plant protection, training, pruning, harvesting, lawn mowing etc. All these operations are physically taxing and cannot be carried out efficiently without proper tools, implements and machineries. Following are some important tools -

1. Bill hook: To cut and remove big sized unwanted branches of trees.

2. Buckets and plastic pots: used in the orchard for spraying, transport water, carry harvested produce etc.

3. Budding and grafting knife: The budding and grafting operations in propagation of many horticultural plants are carried out using budding and grafting knife.

4. Country plough: Used in field preparation for ploughing the soil, incorporation of organic manures into the soil at the time of last ploughing, summer ploughing in conserving of soil moisture.

5. Crow bar: Used to loosen the soil, digging and deepening the pits and channels.

6. Dibbler: Used to make holes and sow the seeds in the nursery as well as in the main field.

7. Digging fork: It is of a great use in harvesting the tuber crops without damaging the produce.

The performance of plants is affected by the soil in which it grows and climate and micro climate of its surroundings.

Impact of soil

The soil provides anchorage, nutrients and water for plant growth. Soil fertility status, structure and texture influence the plant growth and productivity.

Classification of soil

On the basis of the organic and inorganic contents and particle size and texture, the soils have been classified. The inorganic matter in the soil constitutes of varying amount of sand, silt and clay, on the basis of which the soils are classified as follows.

Sandy soil

These soils have coarse textured and large pore spaces, have poor water holding capacity. Retention of nutrients in this soil is very poor. This type of soil is suitable for precocious crops. Sandy soils initiate rapid root growth, hence good as propagating medium. Since sandy soils has low in nutrient content, supplementation of adequate nutrition is imperative to achieve good plant growth.

Nutrient management is one of the key aspects that ensure good quality produce in optimum quantity. Nutrient availability influences growth and productivity of crops. Sixteen elements are recognized as essential nutrients for growth and development of plants. These essential elements are carbon, hydrogen, oxygen, nitrogen, phosphorus, potassium, calcium, magnesium, sulphur, iron, zinc, manganese, copper, boron, molybdenum and chlorine. While carbon, hydrogen and oxygen are derived from air, soil and water, other elements are taken by the plant roots from the soil, according to the requirement of the plant. The soil contains these elements in varying quantities depending on the origin of the soil. According to the quantity of requirement of these elements by plants for its various growth processes,the elements are classified into different categories.

Major nutrients or primary nutrients - These are required by plants in large quantities because they are involved in all the processes of plant growth and development. Major nutrients are nitrogen, phosphorus and potassium.

Secondary nutrients - These are required by plants in relatively smaller quantities for growth and development. Secondary nutrients are magnesium and sulphur.

Micro nutrients - As the name suggests, these are required by plants in minor quantities for their physiological processes. These elements are iron, zinc, manganese, copper, boron, molybdenum and chlorine.

Each of the plant nutrients has a definite quantitive role and specific function in the physiological processes of plants. If any of the essential element is deficient or absent in the soil sysem, the plant growth is affected negatively and this is reflected as inferior quality produce. On the contrary, if a nutrient is excess in the soil system, it hinders in absorption of other nutrients and also may itself be toxic. Hence to get the required growth, quality and quantity of the produce, optimum availability of all the nutrients should be ensured.

Water is an extremely essential component in plant growth and development. It is of utmost importance for photosynthesis, cell division, cell growth / elongation, respiration, nutrient uptake, mineral utilization and much other metabolic process, which directly affect the quantity and quality of the produce. Hence quantity and quality of water play a vital role in performance of a crop. A well distributed water supply, throughout the growth of plant is essential. Rainfall is the major source of water for the crops. Rainfall recharges the surface water resources such as rivers, streams and ponds and also the ground water resources like wells.

Different crops are grown in a field. Any plant growing in a place where it is not desired competing with the main crops, has to be weeded out and such plants are called ‘weed’.

Plant propagation techniques refer to the methods by which the plants are multiplied and increased in number.

Methods of Propagation

i) Sexual Method of Propagation - Seeds are used as propagating material.

ii) Asexual Methods of Propagation - Plant parts, other than seeds are used for plant propagation.

Pot mixture is the media, used in the pots for propagation of nursery plants. It is the combination of different materials in a particular proportion to create better environment for rooting, growth and development of plants.

The most commonly used ingredients to make potting mixture areas follows

An orchard is the place where different kinds of fruit crops are grown in large scale. An orchard is a long-term investment and needs lot of planning and expertise. The orchard crops are generally trees, which ultimately have a large spread, so when they are planted, the distance between plants and rows is kept keeping in mind the final spread of the tree. So, before the trees attain their full growth, some suitable crops which are of short duration, like vegetables, flowers, spices and herbs are grown as intercrops.

Fruit trees are perennial, may be tropical, sub tropical and temperate types and thus require proper environmental conditions and suitable management practices for their successful growth.

Training and pruning of horticultural crops is very important practice to obtain a strong frame work of tree and sustained productivity. It is necessary to understand the various terms used to make the subject more comprehendible.

Crotch: It is the angle made by the scaffold limb to the trunk or the secondary branch to the scaffold limb.

Head: The point on the trunk from which first branch arises.

Leader: It is the main stem growing from ground level up to the tip dominating all other branches.

Low head trees: Trees in which scaffold branches arise within 60-70 cm height from the ground level.

High head trees: Trees in which the scaffold branch arise 120 cm above the trunk.

Scaffold branches: The main branches arising from the head are known as scaffold branches.

The types of crops and the practices used to grow them and the sequence in which they are grown altogether refers to cropping system. It comprises of all components required for the crop production and their relationships with the environment. Traditionally the cropping systems aim at maximizing the per unit area productivity, which can be done by growing improved high yielding varieties, by adequate and scientific crop management practices and by increasing cropping intensities with the help of different cropping patterns.

In today’s world cropping system should produce more, at the same time the practices should be ecologically and environmentally sustainable. There should be efficient utilization of land and water. It should be designed to conserve soil, soil moisture and improve soil resilience.

The term growth refers to an irreversible increase in size and weight of the plant. It normally reflects an increase in protoplasm, which may occur through increase in size of the cell and number of cells. Hence, the process of cell elongation and cell division provides the basis for growth. Cell division and enlargement are complicated processes involving synthesis of many organic compounds such as protein, cellulose and nucleic acid, besides the physical force required, which results in cell enlargement. The growth of the whole plant is compartmentalized into areas called ‘meristem’ where cell division and cell elongation are localized. The meristem cells such as shoot apex, root apex, cambium and the intercalary zones undergo repeated mitosis resulting in replication of DNA and nuclear material and finally the cell mass increases. Adjacent to this area of meristematic activity is the region of cell elongation, which phases in to the region of differentiation and maturation.

The increase in protoplasm (occurring in cell division and elongation) is brought about through a series of events in which water, carbon - di-oxide and inorganic salts are transformed into living materials. These events include (a) photosynthesis (production of carbohydrates) (b) nutrient absorption and translocation (uptake of water, nitrogen and other mineral elements) and (3) anabolism (synthesis of various materials produced in plant from the carbon fragments produced by photosynthesis and from the inorganic nutrients and water absorbed from the soil). The energy required for all these processes is provided by a catabolic process viz., respiration (degradation of sugars and fats to release energy). The net balance of anabolism and catabolism results in growth of the plant.

Plant growth regulators are defined as chemicals other than nutrients and vitamins which regulate (or) modify the physiological process ofthe plant. A plant hormones or phytohormones are chemical substances which are naturally produced by plant in specific organs and are translocated from site of synthesis to the site of action. They bring about specific physiological response, even in very low concentration. The quantity of synthesis of these hormones differ from plant to plant, plant internal and external factors. They are readily absorbed and these chemicals move rapidly through the tissues when applied to different parts of the plant. A plant growth hormone may be termed as a plant growth regulator, but not vice - versa, since other than natural plant hormones, plant growth regulators are synthetically manufactured chemicals.

Plant growth regulators have a diverse chemical composition. Based on the general response the chemical mediates in the plant system, they are classified as growthpromoters and growth inhibitors/retardants. However, a particular growth regulator may be growth promoter at a lower concentration and growth inhibitor at higher concentration.

Greenhouses are frames or inflated structures covered with a transparent or translucent material in which crops can be grown under partially controlled or totally controlled conditions of atleast. It is large enough to permit persons to work within, to carry out cultural operations. Greenhouse cultivation as well as other modes of controlled environment cultivation has been evolved to create favourable microclimate, for the crop production all through the year or during off season, when the produce is highly priced and remunerative. Green house is a broader term of protected structures which includes different types of structures according to the need. Green houses vary in size and complexity from small home or hobby structures to large commercial units, from solar green house to sophisticated environment controlled ones.

GAP stands for “Good Agricultural Practices” which are used for production of safe agricultural produce which has zero microbial load on it and inside it. It is important for the producer to be acquainted with GAP.

Good Agricultural Practice of horticultural crops are intended to apply to the growing and processing of all produce as traded and used in the European Union. Hence, they apply to the production of all plant materials used in the food, feed and medicinal industries. They also apply to all methods of production including organic production in accordance with the European Union regulations.

The farmers involved in the cultivation of horticultural produce should ensure that the there is no damage to the existing wild life and the biodiversity in the farms which are maintained. It is advisable to regulate wild gathering by a specific guideline.

The main aim of GAP guidelines is to ensure that the produce meets the demand of the consumer and is of high quality standard.

It is therefore, important that they are produced hygienically, in order to reduce microbiological load to a minimum. They are produced with care, so that negative effect on plants in the course of cultivation, processing and storage is limited.

All participants in the production process are required to comply with these guidelines voluntarily and to develop practical measures to achieve it.

Organic cultivation is a deep rooted cultivation tradition, which had been practiced in many parts of the world, before the advent of the practice of use of chemicals.

After the green revolution there has been exponential usage of chemicals in agriculture, right from planting to harvesting. Chemicals are used in the form of nutrient inputs or for plant protection against pests, diseases, weeds and keeping deficiencies at bay. Nevertheless, after the awareness regarding the detrimental effect of chemicals on soil, climate and human health, there has been a lot of contemplation on substituting the chemicals with the organic alternatives. Growing crops using organic inputs is known as ‘organic cultivation’. Organic cultivation is a sustainable form of cultivation where a proper balance is maintained and management of plant nutrition, pests, weeds and diseases is done in a sustainable manner, keeping the soil microflora intact and active. It does not release any chemical gases in the atmosphere, does not make the soil acidic and the soil does not lose its structure and texture. Contrary to chemical farming, where over a time period, the soil quality, texture and structure is lost, in organic practices, the soil texture, quality and structure improves over time, the plants become strong and the quality of the produce is improved. Other than organic inputs, organic farming relies on some sustainable practices like using native germplasm, crop rotations with legumes, green manuring, mulching, inter cropping, mixed cropping, incorporation of farm and animal waste compost. These simple age old practices build to organic content in the soil and elevate the soil’s efficiency to make nutrients and water to the plants. The soil microflora and earthworms become biologically active, efficient and exponentially proliferate. The goal of organic cultivation is to get maximum produce from the soil in such a manner that the soil, air and water are clean and protected.

A kitchen garden/ nutrition garden is a vegetable garden where the vegetable crops are grown in the backyard of a house or any available space in compound or rooftop of the house, to meet the daily requirement of the family. All the members of the family are collectively involved in a kitchen garden.

For a balanced diet, 300 g of vegetables are to be included in our daily food. But on an average, Indians take only 160 g per day. Hence to fill up the gap, vegetable cultivation not only in farmers’ holdings but also in the home gardens is encouraged.

Micro propagation in also called as in vitro propagation. In vitro is a Latin word, meaning ‘in glass’. It refers to procedures done in controlled artificial environment, outside a living organism. These procedures naturally occur in the living system. Opposite to in vitro is in vivo which is also a Latin word, meaning ‘in living’. Biological processes that occur within the living system.

Micro propagation refers to the multiplication of plants, in aseptic conditions in containers under controlled nutritional and environmental condition. Micropropagation is done in artificial growth medium from various plant parts like meristem tip, embryos, anthers, axillary buds, leaf section, shootlips etc. It is a method by which a true to type and disease free plant can be regenerated from a miniature piece of plant throughout the year. Some popularly grown crops from tissue culture are as follows

Ornamental plants - orchids, lilium, gerbera, cordyline, begonia, ficus, etc.

A garden has a number of elements which give shape to its breath-taking view. Both animate and inanimate elements are included to achieve a beautiful garden The living elements are lawns, rock garden, water garden, sunken garden, hedges, edges, shrubs, topiary, flower bed, specimen plants, pergola and arches, while the inanimate elements, also called as adornments, are stones, road, footpaths, seats, lamps, lanterns, steps, bridges, huts, swings, fountain, cascade, bird bath, clock tower, umbrellas, sculptures etc.

Flowers of the garden are brought indoors to enjoy the beauty. Fresh flowers are arranged in various styles according to one’s choice. There are two major and distinct styles of arranging fresh flowers, namely the European and the Japanese. Both the styles are greatly influenced by the place where they have been originated. Flowers are also dried and used for different arrangements. Fresh flowers are used as ornaments and also for making floral patterns on the floor called Rangoli.

Horticulture is an art and science of growing plants. It is the practice of engaging ailing people in various horticultural activities such as gardening and flower arrangements in order to improve their physical, mental and spiritual health. Research confirms that health benefits escalate manifold when people connect with nature and plants by viewing and/or interacting with them. Major benefits of horticultural therapy includes sensory simulation and mood enhancement, mental relaxation, improvement of memory and concentration and an overall feeling of wellness. Horticulture therapy also helps in cultivating positive emotions and provides a meditative mood. It eases both physical and emotional pains and also improves social skills. It is proven that a simple viewing of a garden benefits a person both physically and mentally.

This practice has been used as therapy for centuries. In 1798, Dr. Benjamin Rush, considered as the “Father of American Psychiatry” documented that gardening has positive effects on mentally ill patients. Following World War, II gardening was used as a form of occupational therapy for war veterans. The concept of using nature to improve human health began to gain credibility in 1970’s. Rachel and Stephen Kaplan (1989) found that natural environments had relaxing and restoration benefits for people. The Journal of Therapeutic Horticulture, a peer-reviewed publication of the American Horticultural Therapy Association, has published authentic research papers since 1986. The American Horticultural Therapy Association (AHTA) serves to promote and advance horticultural therapy as a therapeutic intervention and rehabilitative approach. Degrees and certificate programs in horticultural therapy are offered at several colleges and universities and information is available on AHTA website.

Horticultural therapy is a worldwide practice and recognized as an effective treatment for clients of all ages and abilities. It is being used in several diverse settings including hospitals, rehabilitation centres, youth outreach and recovery programs, nursing homes, senior care facilities, prisons, mental health facilities, schools, botanical gardens etc. The client is engaged in horticultural activities facilitated by some trained therapists to achieve specific and documented goals. AHTA believes that horticultural therapy is an active process that occurs in the context of an established treatment plan where the process itself is considered as the therapeutic activity rather than the end product.

Horticulture therapy is a growing profession in rehabilitation and addiction centers, vocational centers, youth mental health programs, hospitals and nursing homes, and old age homes or senior citizen centers, mental health centers, schools and colleges.

Plants grow in the open in nature, hence are subjected to biotic and abiotic stress.

Biotic stress is due to living components such as:

Insects and pests

Nematodes, mites, snails, slugs etc.

Vertebrates like rats, birds, jackal, bats etc.

The plant experiences biotic stress when root, stem, bark, shoots, leaves, buds, flowers and fruits are damaged by the influence and activity of biotic factors.

Biotic factors Diseases

Like the pests, diseases also cause stress to plants. Diseases are caused by fungus, bacteria and virus. Sometimes the exposed part of insect eaten plant part becomes the entry pathway for fungus, bacteria and virus.

Horticultural crops are highly perishable and the post-harvest loss is estimated to be 20-30% every year. There are various factors associated with post-harvest losses. It includes pre-harvest cultural operations, maturity index at which the produce is harvested, methods of harvest, pre and post-harvest treatments, packing materials and storage methods. Postharvest technology can be defined as the techniques which help to reduce the post-harvest losses.

Assessment of harvesting stage

Climate may be related to periodical events in plants life. The science dealing with this relationship is termed as phenology. The phenological data for horticultural crops include dates of planting, germination, flowering, fruit set, ripening and harvest. These dates are determined by the climatic factors prior to as well at the time of harvest. A useful phonological concept for the prediction of the harvest time is based on degree days. A “ Degree day” can be defined as a day when mean daily temperature is one degree above the minimum temperature for the growth of the plant. The minimum temperature for the growth of a particular plant is termed as “zero temperature”. Zero temperature vary according to crop. E.g. if zero temperature of a particular crop is 50°F, then a day with mean temperature of 68°F would provide 18° days. The degree days are also called as “heat units”. It can be determined by how many degree days are needed for the horticultural crop to reach harvesting stage.

India is bestowed with varied climatic conditions and a variety of horticultural crops are produced. It is estimated that 20-30% of the produce is lost before consumption because of various reasons including improper storage and this is where the need of processing for preservation arises. There are various ways of preserving the produce and various ways to process it.

Preservation is defined as methods of extending the shelf life of the produce in its original form or in a different usable form. The basic principle of preservation involves strategies which aim at reducing the spoilage. The horticulture produce is spoiled by microbial infection or infestation. Prevention of microbial damage can be achieved by keeping the produce away from microbes, by removing the microbes, obstructing the proliferation and by killing the microbes. Infestation in the harvested fruits may lead to other microbial infection and spoilage due to rotting.

Introduction

Over the past decades, agriculture sector played a crucial role in enhancing the economic growth of India, and will continue so in future. It employs 55% of the workforce, thereby contributing to 17.1% of the country’s Gross Value Added (GVA) for the year 2017-18 (MoA & FW, 2019). Agricultural production in India grew at an average of 3.6% annually since 2011, thanks to the policy decisions on inputs including improved fertilizer delivery systems and high yielding varieties. Release of improved varieties in cereals, pulses, fruits, vegetables and ornamental flowers as well as high-yielding breeds in the livestock and fisheries sectors has increased the diversification. Availability of a range of nutrition rich food commodities played crucial role in reducing undernourished population from 24% in 1990-92 to 15% in 2014-16 (OECD, 2018, FAO statistics). India is currently the largest product export economy of the world. India is leading exporter of rice globally, amounting to 8.34 Mt in 2019, and currently holds >85% of global basmati rice exports. The country has shown massive resilience to very recent global outbreak of COVID-19, and managed to tackle the social and economic challenges with a spirit of self-reliance. The ‘Atma Nirbhar Bharat Abhiyan’ by Government of India with a special economic package of Rs 20 lakh crore to enable the resurgence of the economy through three mantras, ‘innovation, integrity and inclusion’ as suggested by none other than the Hon’ble Prime Minister of the country. It is therefore imperative that the agricultural sector too needs new initiatives to continue with the success, and realize the potential of self-reliance.

Introduction

India is one of the agriculturally important countries in the world and has strong net-work of agriculture education, research and extension. As per the historical record India is committed to thrive and excel independently. During 1965–66, India imported food grains from the US under PL-480 scheme, and the situation was “ship-to-mouth”. This condition was also exacerbated with the growing population which made India to increase its food production at most priority with commitment. With the introduction of high yielding semi dwarf varieties of rice from IRRI, The Philippines and wheat from Mexico which combined with right policies of government to provide essential inputs and market facilities, credit etc. revolutionized the Indian agriculture. In addition to these innovative ideas and policies the food production reached to the level of self-sufficiency until today. For instance the food production during 1950-51 was 54 million tonnes and reached to 285 million tonnes during 2018-19. After the fourth five year plan, India made its stand of self-sufficiency even affected by any year of worst drought. Later, the focus had been given on agricultural research and education in the country for sustaining self-sufficiency in agriculture sector at all times of change of conditions within the country and also globally. Although more than 65 per cent of rural population is depend on agriculture sector, the average monthly income is about Rs. 6500. It reveals that under employment and large population in India depend on agriculture which is unsustainable (Rena, 2003). Therefore, it is needed to books the rural economy, create new infrastructure and other innovations in this sector. India has been emphasizing for innovative techniques. The main advantage for India is the richest natural resources and need only planning and execution on innovation front.

Introduction

India has progressed well on food production from 51 million tonnes (mt) in 1947, 286 mt in 2018-2019 owing to the largest contribution from wheat and rice (about 213 mt). But simultaneously our population has also grown to about 135 billion in 2018. Therefore, the impact of higher production is not realized in absolute terms. Indian agriculture has come a long way since independence achieving food security in major crops, declining rate of rural poverty, rise in agricultural incomes and nutrition levels have gone up. Higher production has also been recorded in sugar, cotton, oilseeds, fruits, vegetables, milk, fisheries and poultry. All this has made us a proud with achieving self-sufficiency in food security. However, on the socio-economic front, the picture does not become rosy as we have a lower strength of socio-economic development indicators even among developing countries. Still the reports of under nourishment, hunger and poverty rings the bell. However, the importance of agriculture cannot be negated because it provides sustenance to mankind, food and employment to all. Considering the emerging challenges of climate change impacting agricultural productivity and increasing variability, poor investment in research, skill development of farmers, post-harvest losses etc. New strategies and innovations in agriculture, particularly on the development of climate resilient varieties with high productivity and better nutritive quality are called for, which has to be led by structural reforms and infrastructural augmentation.

Introduction

Agriculture is the backbone of Indian economy. Good harvest helps in moving the economy in the right direction. The agriculture sector accounts for 17% of US$ 2.6 trillion economy of India (Anonymous, 2019a) and employs 54.6% of the country’s workforce (Anonymous, 2019b). India occupies first place in the production of pulses, jute and milk, and second place in rice, wheat, cotton, sugarcane, vegetables and fruits (FAO STAT, 2020). The agriculture export constitutes a fifth of total exports made by India and self-reliance in agriculture is required to become an economic superpower. The green revolution has paved the way from begging bowl to overflowing granaries in our country. The overall food production has increased from 52 MT in 1950-51 to 295 MT in 2019-20, which is a phenomenal growth of more than five times in seven decades span. Of the several factors that influenced the sea change in agriculture production and productivity, the quality seed of improved varieties occupies a crucial position. The green revolution was ushered in by the import of 18000 tonnes of seed of high yielding wheat varieties Lerma Rojo and Sonara 64 and rice variety IR-8. Till today, the quality seed alone contributes to 15-20% of total production (Chauhan et al., 2015), indicating its importance in agricultural production of the country. The problematic global scenarios like economic recession, climate change, water scarcity, population explosion, pollution or new pandemics drives the states to be more self-reliant. To be self-reliant is not to be altogether “self-contained”. We should be opened for the best material available anywhere in the world, and simultaneously we should develop our infrastructure and industry to cater to the needs of our population as well as export to other countries. Seed sector is one of the potential areas for boosting self-reliance as well as has a lot of export potential. The government push for self-reliance under the present COVID-19 pandemic situation by infusing INR one lakh crore as agricultural infrastructure fund that will help in developing several start-ups. The success of this movement mainly depends on innovations in every sector, including the seed sector and simultaneously, there is a need to extend it to the regulatory mechanisms. This chapter will discuss the possible areas of innovations that are already in the pipeline and those to be targeted in the areas of seed production, quality assurance, marketing and regulation along with policy interventions needed to boost the seed sector.

Introduction

It is known and well documented that ‘biological diversity’ (i.e. diversity within species, between species and within ecosystems) has been declining at a much faster rate than earlier time in human history. The current rate of extinction is tens to hundred times higher than the average over the past 10 million years and it is accelerating (IPBES, 2019). The estimates of the number of species getting extinct every year vary from low (200 to 2,000) to high (10,000 and 100,000) (Bar-On et al., 2018). The delicate balance of clean air, water and biodiversity in nature which helps in survival on earth, is rapidly being destroyed due to humans’ activity like growing of food, producing energy, dispose of waste and consume resources (IPBES, 2019). The current human population of the world (7.6 billion) represents only 0.01% of all living creatures and attributed to be instrumental in causing loss of 83% of all wild mammals and half of plants (IPBES, 2019). These unprecedented changes in important components of biodiversity are likely to continue or increase in the foreseeable future, unless we take active corrective measures (IPBES, 2019).

Whilst all biodiversity has intrinsic economic or social value, it is the ‘agricultural biodiversity’ (‘agrobiodiversity’ in short) that has the greatest importance for food nutrition and health security of humans. The FAO has recently defined biodiversity for food and agriculture (BFA) as a subset of biodiversity that contributes primarily to agriculture and food production (FAO, 2019). It includes the domesticated plants and animals raised in crop, livestock, forest and aquaculture systems, harvested forest and aquatic species, the wild relatives of domesticated species, other wild species harvested for food and other products. It also encompasses “associated biodiversity”

Edible oil scenario

Vegetable oil or edible oil is the main source of energy in humans and it also supplies nutrients for growth and maintenance of human body. Edible oil demand in India has been increasing progressively since last one decade, primarily due to population growth, improved standard of living and also changes in food habits. Presently, the area under oil seed production is between 26 and 27 million ha with an average yield of 1000 to 1100 kg ha^-1. This accounts to 7.5 to 8.0 million tonnes of vegetable oil production locally, as against the current demand of 22.5 to 23 million tonnes per annum.

In the post-world trade organization (WTO) era, the fantastic imagination of “one world for self-reliance”, has been shattered by the Corona induced calamity and the expansionists approach of a few rouge nations. Though the global welfare and peace has always been part of Indian traditional philosophy, approach and the concept of self-reliance, the practical boundary of self-reliance in its present context, starts from the country level itself. The idea of self-reliance at multiple levels (individual, family, society, and nation) has driven human civilization for most of its efforts, inventions and actions across the world.

A very high dependency of a large number of population on the natural resources in the developing world calls for proper management of natural resources for self-reliance. Since the early days of civilization, natural resources in the form of land, soil, water, biodiversity and climate have remained the very basis of supporting and sustaining life of human beings, plants and animals on the earth. However, in recent times intensive use and over-exploitation of pristine resources have robbed them of their legendry resilience. To effectively tackle the complex problems and to fulfil basic needs of livelihood, food security, poverty, employment, equity and environmental services, efficient and judicious utilization of natural resources for enhanced and sustained productivity is a matter of serious concern for policy makers, planners, scientists, conservationists and environmentalists.

The introduction of high yielding varieties, additional irrigation facilities, a great input flow through fertilizers and pesticides, farm mechanization, credit facilities and other rural infrastructure facilities ushered in the green revolution. The food grains area under irrigation as a percentage to its total sown area has been increased from 20.9 to 51.2%, rice irrigated area from 36.5 to 58.3%, wheat from 43.1 to 93.4%, pulses from 9.4 to 18.6%, oilseeds from 3.7 to 28.6% during the period from 1965-66 to 2013-14 (DES, 2015). Despite the net sown area being stagnant around 140.80 M ha, gross cropped area has been increased significantly from 155.28 M ha in 1965-66 to 195.25 M ha in 2011-12 due to increase in net irrigated area from 26.34 to 65.26 M ha (Fig. 1), gross irrigated area from 30.90 to 91.53 M ha during the period. There has been a sharp decline in average size of operational land holdings. The scope for expansion of the area available for cultivation has become limited. The average size of holdings for all operational classes (small & marginal, medium and large) have declined over the years and for all classes put together it has come down to 1.16 ha in 2010-11 from 2.28 ha in 1970-71. Therefore, it is the urgent need to use the natural resource like water efficiently and in a sustainable manner.

The arid regions in India occupy 38.7 million ha (Mha), comprising 31.7 and 7 Mha under hot and cold arid region, respectively. The major part (90%) of the hot arid region lies in Northwest (NW) India and the rest in geographically isolated pockets in South India. The NW arid region extends from 22°30” to 32°50” N and 68°50” to 75°45”E , bounded by Aravalli hills in the east, Thar desert in the west the irrigated Indus plain in the north and the alluvial plains of the Sabarmati river in the south. The region mostly lies in western Rajasthan covering 12 districts (196150 km², 68.7%) followed six districts in northwest Gujarat (62180 km² 21.8%), five districts in southwest Haryana in (12840 km² 4.5%), and six districts in southwest Punjab in (14510 km², 5.0%) (Fig.1). The region is characterized by low rainfall (100 to 400 mm yr-1), that is also erratic and highly unpredictable (coefficient of variation, CV = 30 to 70%); high evaporation (1600 to 2000 mm yr-1); temperature extremes (-5.7° C to 50°C); frequent droughts (once in 2.5-5.0 years); strong winds (20-50 km h-1) during summer; and short crop growing period (8 to 15 weeks) (Moharana et al., 2016). Despite the common characteristics of aridity and extremes of temperatures, there are enormous spatial variations in terms of rainfall pattern, physiography, soils, amount of available surface and ground water, and extent of vegetation cover (Joshi, 2012). Accordingly, the NW hot arid region has been classified in 4 sub-regions, 11 zones and 34 sub zones (Faroda et al., 1999).

Despite these intimidating conditions, the region supports a large human and livestock population and biodiversity. However, the ever-increasing human and livestock population and developmental activities exert enormous biophysical pressure on the slender natural resource base of the region. A major challenge is desertification due to wind erosion/deposition, water erosion, water logging and salinity. Degradation of permanent pastures has led to loss of fodder resources constraining livestock husbandry, the backbone of the economy of the region. Of late, industrial effluents and mining are also contributing to desertification.

Climate change effect is global and one of the most pressing issues of the 21^st century. It has now emerged as a significant global environmental challenge affecting crop, animal, fish, egg and milk production, water availability, human health, and terrestrial and aquatic ecosystems. Evidences of changes in climate, particularly to the spatial and temporal variability of precipitation and temperature are many and as a result, uncertainty, risks and farmers distress have increased manifold over the current years. India, a developing nation and primarily an agriculturally based country will be highly affected due to greater dependence on agriculture for livelihood of larger proportion of population (Johnson and Hutton, 2014). Anthropogenic forces like rise in population, economic activities, consumption patterns, social behaviour, energy resource utilization and land-use changes in terms of deforestation, use of fossil fuels, industrialization, and race towards development, high concentration of green house gases (GHG) has been released resulting in global warming, a major factor leading to climate change. This heat of climate change has been experienced globally and has affected all forms of life on earth in many ways (Campbell-Lendrum et al, 2015).

As per the fifth assessment report of IPCC (2014), proportional sharing in GHGs emission of various sectors are energy production (34%), and agriculture, forestry and land-use (AFOLU) (24%), mainly contributed by biomass burning and resource intensive agronomic activities (Houghton et al., 2012; Tubiello et al., 2015). Global food security has been threatened by climate change more so in developing nations through changes in soil properties, and is one of the most important challenges in the 21^st century to supply food for the increasing population.

Since climate change is inevitable, we must consider how best we can adapt it, so as to minimize its harmful consequences on the society. For subsistence farmers in India, adaptation in response to changes in climate patterns can be the difference between survival and calamity. There is a need to bring innovations on climate smart agriculture and also necessary agricultural reforms for emerging of a self-reliant India.

Today, according to Global Assessment of Land Degradation and Improvement (GLADA), nearly one forth area of our world land has been degraded (Arora 2019). The United Nations Convention to Combat Desertification (UNCCD) is leading the issues of soil or land degradation to restore valuable natural resources for achieving a land degradation neutral world by 2030 (Cowie et al., 2018; IPBES, 2018; Bhattacharya, 2020). Land degradation neutrality (LDN) can be achieved primarily through adoption of sustainable land management practices. Soil organic carbon (SOC) plays a multifunctional role and is sensitive to land management practices and a key indicator of soil quality, soil health and LDN. Soil is a major reservoir of terrestrial C in the biosphere and plays an important role in global C cycle. Therefore, a little change in SOC pool can significantly influence the atmospheric CO2 concentration. In general, 1 Pg of SOC stock is equivalent to about 0.47 ppm of CO2 in the atmosphere, and vice versa (Lal, 2018). Besides this it maintains overall soil sustainability and enhances food security.

Achieving carbon neutrality in Indian soils is a major challenge. Because, productive land goes out of cultivation and marginal or degraded land comes under cultivation due to urbanization, industrialization and various development activities. Also, it is very difficult to increase SOC because climatic condition prevails with a high rate of decomposition. According to an UN report, India will be the most populated country in the world and expected to add 273 million people between 2019 and 2050 which will exert huge pressure on natural resources, particularly soil and water to fulfil the increasing food demands of such ever-growing population. The extensive use of natural resources along with intensive cultivation will enhance greenhouse gases (GHGs) emission, slow down agricultural productivity, enhance land degradation, and decline factor productivity of major production systems. Due to change in distribution of rainfall and concurrent rise in temperature owing to climate change, the fertile top soil becomes more prone to degradation.

Greenhouse gases (GHGs) absorb long-wave radiation emitted from the Sun and the Earth’s surface, and radiate it back to Earth’s atmosphere, creating the greenhouse effect. Gases like carbon dioxide (CO₂), methane (CH₄), nitrous oxide (N₂O) occur in traces but play crucial roles in controlling the temperature of Earth’s atmosphere. The natural as well as anthropogenic activities have major impacts on the GHGs emissions that include continuously increasing concentration of CO₂, CH₄ and N₂O in the atmosphere. The heat-trapping properties of these above mentioned GHGs are well established. Different GHGs have different warming potential (radiative forcing) on the global climate system due to their different radiative properties and lifetimes in the atmosphere. Changes in the atmospheric concentrations of GHGs modify the energy equilibrium of the climate system which leads to subsequent climate change. They affect the absorption, scattering and emission of radiation within the atmosphere and at the earth’s surface. Globally agriculture is estimated to account for 10%–20% of anthropogenic GHG emissions (Smith and Olesen 2010). Share of contribution of these gases towards global warming are different such as CH₄ 20-25%, CO₂ 40-50% and N₂O 5-10%; with present pace of increment every year 0.41, 0.42 and 0.25%, respectively IPCC, 2019.

Disaster may be defined as a sudden event that causes damage to life, property and destroy the economic, social and cultural life of people. It could be of natural or anthropogenic origin. Disasters impact the poor and the most vulnerable section of the community. Over the past 30 years, more than 2.5 million people and nearly $4 trillion have been lost to natural disasters in India; globally the losses jumped from $50 billion a year in the 1980s to $200 billion in the last decade (NIDM, 2019).According to a World Bank report, nearly 75% of the losses are attributable to extreme weather events and climate change threatening to push an additional 100 million people into the extreme poverty by 2030 (Hallegatte et al., 2016). The Bank’s Unbreakable report finds that natural disasters had larger and long-lasting impacts on the poverty. Population growth and rapid urbanization are major driving factors for an increase in the disaster risks.

The United Nations estimates that more than two-thirds of the world’s population will live in cities by 2050 (NIDM, 2019). This could put 1.3 billion people and $158 trillion assets at risk from river and coastal floods alone. According to the Bank’s Investing in Urban Resilience report (2016), by 2030, without significant investment into making cities more resilient, natural disasters may cost cities worldwide $314 billion each year.

Agriculture is the backbone of India as 50% of its work is engaged in agricultural activities enabling India self-sufficiency in food production. However, agriculture sector is facing several challenges such as reduction in arable land due to urbanization and industrialization, decrease in farm size due to family division, climate change, yield loss due to abiotic and biotic stresses like pest, disease and weed, proliferation of non-genuine/illegal agro-chemicals etc (Murali-Baskaran et al., 2019). FAO estimates that a total annual loss of 20 to 40 percent of global crop production due to pests. Each year, plant diseases cost the global economy around $220 billion, and invasive insects around US$70 billion. While in India, yield loss to crops is estimated as 26, 20, 6 and 8% by insects, plant pathogens, rodents and others, respectively with an annual loss of Rs. 2,25,000 crores annually. Traditionally, ITKs have been practiced by farmers to control pests based on three categories viz., (a) cultural practices, physical, mechanical methods and use of botanicals. Later, IPM has been implemented in various crops to curb such losses caused by biotic stresses. Although cultural, mechanical and biological control strategies are in practice, insecticide application has been the most widely used tactics to reduce such losses to achieve quick control and particularly in case of outbreaks/upsurges. In India 76% of the pesticide used is insecticide, as against 44% globally (Mathur, 1999). First generation insecticides such as sulphur, arsenic, calcium arsenate, copper acetoarsenite, hydrogen cyanide, lead were introduced during 1950’s which are simple, persistent, usually very toxic chemicals used in large scale which harm almost everything they come into contact with. Later second generation insecticide molecules like DDT, chlorinated hydrocarbon, organophosphates, carbamates, and pyrethroids have been introduced with few advantages over first generation molecules. Subsequently, insect growth regulators (IGRs) that mimic insect growth hormones preventing natural young insect moulting which are less harmful to mammals have been introduced. Then, during past decades, newer insecticide molecules have been introduced which are target specific, relatively safe to non-target organisms and low residual activity. In terms of pesticide production and consumption, India is the fourth largest user of pesticides in the world (FAOSTAT, 2017). India is one of the lowest consumer i.e. 0.5 kg/ha (0.06 mt) of pesticides in the world as compared to China (13.06/ha), Japan (11.85 kg/ha), Brazil (4.57 kg/ha) etc. The United Nations has declared 2020 as the International Year of Plant Health (IYPH). The main aim is to raise global awareness on how protecting plant health can help end hunger, reduce poverty, protect the environment, and boost economic development. FAO estimates that up to 40% of food crops are lost due to plant pests and diseases annually. This leaves millions of people without enough food to eat and seriously damages agriculture - the primary source of income for rural poor communities. .

Surging food demand and shrinking land resources to produce more from the limited natural resources like soil and water is poised to environmental degradation. Increased production must be achieved mainly by increasing crop productivity per unit area while sustaining the environment and enhanced input use efficiency. Agricultural production systems are increasingly under pressure to adapt decision-making process to be make more informed and efficient use of irrigation water, fertilizers and pesticides. Adverse effects of climate change are added challenges to agricultural productivity. Efficient crop management strategies to improve resource use efficiency and reduce crop losses are vital issues to be taken care for a sustainable sustainably enhanced production system. Genetic improvement approaches involving high throughput phenotyping and genomics-assisted breeding enhancing resource use efficiency, stress tolerance, yield has become imperative. Precise crop health monitoring is one of the keys to the modern production system. Obviously, disease forecasting and surveillance systems are in great demand to adopt precise management against the losses caused by diseases. Predicting disease risk at regional and global scales is of great interest for on-farm management and for assessment of agricultural policies and practices.

With growing concern about climate change, environmental sustainability, soil health and food safety, conservation agriculture, organic agriculture and protected cultivation are emerging production systems being popular in India. The changing farm practices in these production systems invite many biotic stresses and demand novel approaches for their sustainable management for profitable farming. The dynamics of biotic stresses vary from system to system; therefore they require system specific approaches for sustainable management. The different agronomic/ plant protection measures practiced in above mentioned emerging systems are listed in Table 1. Protected cultivation is meant for the high value crops are grown, the management of biotic stresses is the foremost important to minimize losses. Organic farming demands more preventive measures for sustainable control of biotic stresses rather than curative measures because of complete restriction on use of harmful chemical pesticides. Conservation agriculture demands more of ecofriendly measures for biotic stress management with minimal use of pesticides. In this chapter, we discussed novel approaches for biotic stress management in emerging production systems.

Introduction and Background

Agriculture at present has the trend of using an industrialized production model, where crops and animals are produced in systems that are increasingly specialized, simplified and concentrated, to address growing food, feed and fibre demands. Within this model, external inputs (e.g. irrigation, synthetic fertilizers chemical pest control, feeds, and growth hormones) have been utilized to achieve production goals, often at the expense of environmental quality and key ecosystem services. Continuation of this model of agricultural production has resulted in loss of ecosystem services, increased ecosystem simplification and species extinction. Responses to future challenges in agriculture should include the development of novel systems that are highly productive, minimize damage to the environment and effectively utilize renewable resources. Achieving these multiple goals will be a momentous task, as it will require development and implementation of more complex, diverse and management-intensive production systems than currently employed. Furthermore, future agricultural production systems will need to be adaptable to respond to unforeseen environmental challenges. Integrated agricultural systems have been purported to possess attributes to address these challenges. Agro-chemicals, fuel-based mechanization and irrigation operations are the heart of industrial agriculture which is derived entirely from dwindling and ever more expensive fossil fuels. Intensification of agriculture by the use of high yielding crop varieties, fertilization, irrigations and pesticides are impact heavily on natural resources with serious health and environmental implications. Practice of monoculture in some parts of the country and the world has an adverse environmental impact due to lack of ecological regulation mechanisms and heavily dependent on external inputs.

In India the economy is based on rural and agrarian and decline with land holding area poses a serious challenge to the sustainability and profitability of farming. In view of the decline in per capita availability of land from 0.5 ha in 1950-51 to 0.15 ha by the turn of the century and a projected further decline to less than 0.1 ha by 2020, it is imperative to develop strategies and innovate new agricultural technologies that enable adequate employment and income generation, especially for small and marginal farmers who constitute more than 80% of the farming community. The crop and cropping system based perspective of research needs to make way for farming systems based research conducted in a holistic manner for the sound management of available resources by small farmers (Jha, 2003). Under the gradual shrinking of land holdings, it is necessary to integrate land based enterprises like fishery, poultry, duckery, apiary, field and horticultural crops, etc. within the bio-physical and socio-economic environment of the farmers to make farming more profitable and dependable (Behera et al., 2004). No single farm enterprise is likely to be able to sustain the small and marginal farmers without resorting to integrated farming systems (IFS) for the generation of adequate income and gainful employment year-round (Mahapatra, 1992; 1994). Farming systems approach, therefore, is a valuable approach to address the problems of sustainable economic growth for the farming communities in India.

Expanding human and livestock population, fast-growing industrial requirements and urbanization are putting ever-increasing pressures on land resources, creating competition and conflicts which results in sub-optimal use of both land and its natural resources. With no additional land for horizontal expansion of agriculture, there is an urgent need to find viable technologies for enhancing productivity and resource conservation on a sustainable basis. In this context, Agroforestry offers huge potential not only to diversify and increase overall land productivity to meet the demands of fuel, fodder, timber, medicine and other non-woody forest products but also to enhance green cover, and reduce the pressure on forest (Chavan et al. 2016; Handa et al., 2016). Agroforestry offers an affordable alternative in place of expensive conventional conservation measures for providing insurance against risks caused due to weather aberrations, controlling erosion hazards and ensuring sustainable production of the land on a long-term basis. The main objective of agroforestry is to take the advantage of complementary relationships between trees, crops, and livestock in such a way so that sustainability, productivity stability, and profitability of the system is maintained. In India, agroforestry practices are important component in the various developmental programmes schemes like Flood Control/Management Programmes, Multipurpose River Valley Projects, Agriculture Development Programmes, Integrated Rural Development Programmes (IRDP), National Watershed Development Programme for Rainfed Areas (NWDPRA), Forestry Development Scheme, Drought Prone Area Development Programme (DPAP) and Desert Development Programme (DDP) from government sector and wood based industry from private sector. After 2000 a transitional shift in agroforestry observed to tackle the ill effects of intensive agriculture, climate change and nutritional security. Under changing climatic scenarios agroforestry rose as a silver bullet to offer not only single benefits but also a basket of multiple benefits. In the present chapter a journey of agroforestry research and developments, region-specific models, area under agroforestry, initiative of government on policy aspects and challenges are elaborated extensively.

Majority of the India’s population (about 70%) depend directly and indirectly on agriculture for a living, and thus, the sector must attain self-reliance for their future survival. The North Eastern Region (NER) of India comprising the states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura and Sikkim covers a total area of 26.2 million hectare (7.97% of the India’s total geographical area). Of this area, hill and mountain region accounts for about 70% area that excludes Assam plains. The region is characterized by unique geophysical socio-cultural and environmental features. Drought and floods are the two miseries for the farmers of North Eastern Region of India (NER). The poorest people are likely to be the hardest hit by impacts of climatic factors and its change because they rely heavily on climate-sensitive sectors such as rainfed agriculture and fisheries. They are also less capable to respond due to limited human, institutional and financial capacity and have very limited ability to cope with climate impacts and adaptation options in agriculture sector to a changing hazard burden (Ngachan and Das, 2018). The NER of India is endowed with enormous water resources potential that accounts for about 34% of the country’s total water wealth. In spite of the abundant water resources, the ratio of percent irrigated area to net sown area varies from 5% in Assam to 28% in Arunachal Pradesh with an average of 10.6 % in NER. This is less than one-fourth of the national average of net irrigated area which currently stands at 43.2% (Sharma et al., 2010). The water scenario in the region is skewed and is characterized by plenty and scanty syndrome, i.e. excess water during rainy season and severe scarcity during post- and pre- monsoon season. There is wide variation of rainfall in space and time. It is projected that by 2021, an additional 15 million population will be added to the current 45 million in the region (Choudhury et al., 2012). Hence, adequate planning and management of these bountiful but most vital resources are required for overall sustainability of agriculture in NER.

Introduction

Coastal zone represents a broad transitional zone between land and sea which is strongly influenced by both the shoreline ecosystems and the near shore sub-littoral land-based ecosystems. The coastal areas of the country occupy about 10.8 million ha of land and are spread over the 7517 km long coastline along the Bay of Bengal in the East coast, Arabian sea in the West coast and two islands territories. The coastline of the country in its journey covers 9 states (West Bengal Odisha, Andhra Pradesh, Tamil Nadu, Kerala, Karnataka, Maharashtra, Gujarat Goa) 2 union territories (Puducherry and Daman and Diu) and 2 groups of islands (Andaman & Nicobar group in the Bay of Bengal and Lakshadeep and Minicoy group in the Arabian sea) in the country. The region has varied geomorphic and topographical features of mountains, valleys, coastal plains, riverine systems climatic conditions, soil conditions, water budgets and a wide range of cultivated crops. It also supports diverse vegetation ranging from rich tropical rain forests to coastal mangroves and highly rich in biodiversity. The entire coastal ecosystem is highly fragile and vulnerable to climate change and highly endangered by the sea level rise following global warming. Agriculture is the major occupation of the people in the rural areas of coastal regions of the country but it is highly complex risk-prone and entirely dependent on the vagaries of nature.

Since, the problems of coastal agriculture are widely variable there is no universally applicable remedial measure for self-reliant coastal agriculture and it is likely that the remedial measures or the technological interventions will be variable according to the problems associated with the concerned area. It is highly necessary that technological improvement aimed at enhancement of the productivity of coastal agriculture and the livelihood of the farming communities must be simple in use to suit the skill and resource poor farmers and, to be operative at small scale farming as the majority of the farmers are in marginal and small categories with very poor landholdings.
